invented a level 2 to the Jutsu. was much faster than tobirama. Level 2 can open a portal to teleport bijuu bombs which is something tobirama can’t do.
Minato is also a Perfect Sage which is stated to take enormous chakra reserves
Jiraiya even believed he could be be the child of prophecy and a natural prodigy that appears only once in a generation.
He saved kushina from hidden cloud jonin, while he was a Genin.
The 9 tail fox himself who had fought hashirama many times regarded Minato as a Shinobi on the same caliber as him.
