Hashirama is not overrated by the fans. He's just treated like God in the series (even more than Hagoromo). However, I don't see people discussing if he's still the strongest as he stated that he's not.

Itachi fans also talk about him as someone invincible. That's annoying. They say he'd beat Madara, that's absolutely crazy. However, that kind of fan is getting rare.

Minato have shown enough for us to say he's strong than a lot of characters, even though his fans often overrate him. However, he's not treated as someone invincible like the other three.

Shisui is the most overrated. His fans always treat him like a god that could manipulate anyone without breaking a sweat. His genjutsu skills are supposed to be impressive, but we've never seen him using the Kotoamatsukami, so we can't say it's that powerful.

@Httpedrokkk I would say Hashirama is the strongest non six paths character before the Boruto era atleast. He deserves his hype. It’s clear the fanbase wanted more out of him considera there’s a fan animation of him with 1.1 million views on YouTube

My answer is shisui, Shisui is a flashback only character and has less than 3 pages in the manga and is a top character in popularity
