Delta somewhat kept up with a not serious Adult Naruto, and Toneri doesn’t seem to have very good durability (Naruto basically oneshot him), so I think it mostly comes down to Toneri’s speed.
Since he has Tenseigan, he presumably has even better perception than the Byakugan, which is stated to be better than the Sharingan (not MS tho), so he might also have an advantage in seeing attacks coming early and reacting.

Actually I just realized Delta could just absorb his big attack (the cut the moon thing) and then throw it back at him so Toneri’s kinda screwed, he’d never expect that
