Read the Sasuke Retsuden manga. Or the novel. Or the anime arc, before saying SasuSaku sucks xD Anyway, she has amazing development, from figuring out in the first place that she is lacking. She was only for Sasuke in the beginning, and mostly had her intelligence and chakra control. When Sasuke disappeared, she had her strongest character development, and loving someone is not bad growth of a character. Srrong willpower, undertook hard training under Tsunade, and helped defeating Kaguya Otsutsuki, despite not being the "choosen one reincarnation thingy". She came past her reluctance on cooperation, becoming an amazing kunoichi saving countless lives during the fourth shinobi world war. Novels also expand her story after that, she became head of the konoha hospital, she is thought to be a suitable hokage, she hold her own against Shin Uchiha and his clones, calm demeanor despite strong personnality all the time when fighting against strong opponents like Sasori... Should I go on, saying he promise to show her back to her comrades, that she will be able to protect them, was pointless? She went from crying when Sasuke was hurt, to saving Naruto's life when he lost Kurama during the war.
Her growth started for real during the chunin exams, I recently reread this part and already had pictures !!!
