Kisame, definitely. He’s actually my favorite Naruto villain in the entire series. Love his design, Shark Skin is a cool sword, Water Jutsu are pretty entertaining and his death was sad. For a villain, he had honor to him. His goal was to create a world with all lies expelled from it.

Samehada fusion goes hard. I do wish we got to see more of Konan's abilities though. Yes she did the whole lake thing against Obito, but that was made off-screen and was the only thing she really did against him before getting cooked with a metal pipe. Her only other feat with it is suffocating a guy to death, which is kinda tame considering her paper is durable enough to survive Fire Style attacks.

I like kakuzu out of all these guys. He's a simple villain w a simple motive
