Yes, that's the whole reason Kishimoto took away Kamui from Obito when he became Juubito. Naruto, Sasuke, and the Edo Kage were absolutely helpless until they figured out only Senjutsu could affect him, and even then it basically took the whole Shinobi Alliance to take him down. Imagine if Juubito was as deadly as he was already AND could phase through everything for 10 minutes or more? The Alliance would stand no chance.
