Brain Storm and Comment below who you want to be on the list. These characters are the remaining ones left to complete the tier list. If everyone agrees , we will choose them for the list

Rules

1. Manga canon characters only, (no characters like Guren) Some characters were introduced in the anime before being shown in the manga (like Utakata). His filler could be considered an extension to the manga's story as kishimoto made him canon.

2. Character Variants must have a strong enough power gap. If we place multiple versions of the same character, we must make sure the power gap is massive enough. (For example) there’s no point adding tenten and then again with the bashosen fan. Or yellow mask Obito below orange mask Obito

3. Character must have Sufficient feats (if the only thing known about them is their name that’s not enough) any character with vague scaling won’t be added

Even by his own admission, after meeting Sasuke again after 3 years he was still a weakling. The fan base even blames Jiraiya and says he’s a bad teacher because of how weak this version of Naruto is.

Kagami Uchiha, He was Highly respected by Tobirama! His teammates were Hiruzen and danzo and was a part of Tobirama’s elite guard. He’s also shisui’s ancestor. He's highly regarded but has no statement for his abilities and no feats

According to Naruto Wiki these are all the Sealed Characters. Their Status is mentioned as “Incapacitated” It’s very much possible for any of these characters to get “revived”

Kaguya was “dead” but got revived during the war and don’t think it can’t happen again.

#2 Hidan

Hidan mentioned his immortality is linked to making sacrifices for jashin. Hidan hasn’t made a sacrifice in 20+ years so surely he is gone but that’s my headcanon.

I have a thought that Black Zetsu is a part of Kaguya's mind and the Kaguya we know is just another part of Kaguya. We see Kaguya could fool Isshiki who is very smart (make him off guard), therefore I have a theory that Kaguya splitted a part of her mind to create Black Zetsu and Kaguya in Naruto just have 1/2 of her mind. This's why Kaguya in Naruto is so dumb.
