Honerable mentions: hagaromo, ashura, Indra. Non of them really have any scaling besides filler and even then it’s limited. Sakuras placement will probably be the most heated one as there will be people who scale her high as shit and some scale her lower than tsunade. Personally, nagato is stronger than itachi
