Creation of All Things Technique

In the final fight Sasuke combines all the Nine Tailed Beasts Chakra and uses the Indra Susanoo as a vessel as Kurama states so does that mean that the so called Indra Susanoo is the Ten Tails

Hagoromo SPLITTED the Chakra of the Ten-Tails and created the Tailed Beasts and at least 3 of them posses Kekkei Genkai, wouldnt that mean the 3 KKG belong to the TT? I mean you dont create something new, just by splitting dont you? Not only the TT KKG. Other Abilities like the Ten-Tails Fission, Isobu got something similiar. Tenpenchi creates disasters what Kurama also can. When thats true and the TT posses these KKG, its possible that Madara gained the Storn Release from one of the Tailed Beasts, in my opinion this Beast is Chomei. When Naruto used this Tailed Beast Rasenshuriken, only Chomeis ability was unclear. And the Jutsu Madara used looks more like compressed wind instead of Lightning(Laser). How the KKG is used depent on the user(village), just like Lava Release. Kumo creates Laser, while Chomei and its Jin creates strong Wind(Storm).

We all know Nagato was way weaker than Hagoromo who was pretty much the god of the Naruto Universe. Hagoromo with the deva path for example created the moon while Nagato could only make a very small one. With that example out of the way, I now come to the point should Creation of All things be listed as a technique of Outer Path. Creation of All things is a technique that only Hagoromo has shown and with it he created life from nothing. So my question is perhaps that is just a ultimate version of the Outer Path in action with both that path and Yin and Yang release working together. Both involve giving life and with the 10 tails it wouldn't kill you to use the technique.
