It’s hard to powerscale konan because she has barely any feats or solid statements.

She has one feat of pushing obito to use izanagi but she had a lot of preptime, so most fans discredit it. Her other feats are not canon like her defeating sasori and his 3rd Kazekage puppet when recruiting him in the Akatsuki Creation OVA in storm revolution

She was shown Fighting the aburame clan off, the aburame clan is considered one of the 4 noble clans in konoha has the most jonin of all the clans in the leaf so that puts her at High Tier Jonin level atleast. She’s also a sensory type ninja and a long distance fighter. Her paper is unaffected by water and can overpower fire style

She's an exception in the akastuki because she wasn’t recruited by obito or scouted by zetsu but in the Akatsuki full bloom novel, obito didn't want to kill her because keeping her around would make nagato comply, so she's the only one not selected specifically for her power. Which also contributed to Obito underestimating her.

Jiraiya did make her look weak by one shotting her but her weakness is oil and Jiraiya knew her weakness. Her paper was strong enough to cancel out a firestyle.

Conclusion, Jiraiya’s student are all certainly strong. I would say Konan is Low Tier Kage level. And definitely one of the strongest Kunoichi in the series

I am a little bit confused about the use of Izanagi and Izanami. I know Danzo, Itachi and Obito can use the jutsu once before going blind in the eye they use. But if see the flashback of the Uchiha Clan Fight and read about Izanagi on the fandom it sounds like it is a jutsu that can be used multiple times and only go blind if you use to the extreme.

He has the creation of all things technique( whatever he thinks he can make happen etc. the tailed beasts) He basically has Izanagi without the cost of losing an eye. What do you think?
