Izanagi and Izanami

I am a little bit confused about the use of Izanagi and Izanami. I know Danzo, Itachi and Obito can use the jutsu once before going blind in the eye they use. But if see the flashback of the Uchiha Clan Fight and read about Izanagi on the fandom it sounds like it is a jutsu that can be used multiple times and only go blind if you use to the extreme.

Why doesn't Sasuke use it to get his arms back? I'm fairly confident that it can be used by EMS or just an eternal sharingan for that matter. It might be reserved for Rinne Sharingan but I'm confident it isn't.
