#1 Sakura/Tsunade

Now, I know what you guys are already thinking. You might be asking why are they conjured for the #1 spot. I would put sakura as #1 because she has more fights/feats so she has more to discuss (Getting stabbed by Madara, hitting kaguya, Hitting Shin, fighting Kido etc) and she is considered the best medical ninja in the leaf even surpassing Tsunade in medical ninjutsu however medical ninjutsu and strength are not the same. Sakura has no concrete feats or statements that prove she has surpassed Tsunade in her prime. You have to give her the benefit of the doubt if you believe that she did. If you say she’s stronger you could be right but not by a large margin perhaps now that Tsunade is retired sakura is currently considered stronger. They overall have the same abilities and in my opinion they are equal with Tsunade having more combat experience due to fighting in 3 great ninja wars and Tsunade having strong chakra, life force due to her strong lineage of having senju & Uzumaki blood from her grandparents.

#2 Kushina/Mito Uzumaki

Mito Uzumaki has the Byakugo seal

same as Tsunade. She has Uzumaki sealing techniques and most likely the Uzumaki Adamantine chains that could hold down the entire 9 tails and we all know how strong jinchuriki’s of the 9 tails are or even pseudo jinchuriki’s. Now Kushina also has the sealing jutsu and taught it to Minato meaning she had a deep understanding of it, she also had the chains so strong she could pin the 9 tails and even kill the 9 tails while on the brink of death and with a hole in her chest. Jonin Minato said that kushina is stronger than himself and the 4 & 5 tails jinchuriki’s said to bring the 9 tails jinchuriki to the battlefield if they want to win.

#3 Sarada Uchiha

Sarada is very powerful and will only get more powerful she already possesses the mangekyo sharingan and we’ve seen what characters like obito around her age have done with just the ms in the past. She also has the monstrous strength of her mother and chidori and fire styles that Sasuke taught her. Once she unlocks the hundred healings seal, the susano & two powerful Mangekyo Sharingan abilities she will be the top on this list.

#4 Kurotsuchi

she is the tsuchikage and has a lava release kekkie genki, strong earth release. She has good speed and Taijutsu. She also held her own for a short while against high level otsutsuki clan members.

#5 Konan

She was trained by the legendary sanin Jiraiya and is a very powerful Shinobi, even kage level. She tricked obito with a sea of bombs that she had prepared and almost killed him if not for Izanagi. She also fought multiple jonin from the aburame clan with no effort. (Which the aburame clan is considered a noble clan and has the most jonins in the leaf) She doesn’t have many feats unless we dive deeper like an OVA where she casually defeats sasori when she recruits him into the akatsuki. And she potentially captured the 5 tails jinchuriki Han as she was the one gathering intel on him in the akatsuki but it was never explained if she was the one to actually capture him or assist capture him.

#6 Mei

Mei is the Mizukage of the Mist Village. She has 2 kekkie genki’s lava release and boil release. And is extremely powerful. She was able to melt a susano ribcage with this ability. And she has powerful waterstyle that can even stop small meteorites from hitting her village.

#7 Hinata

I’m not gonna say much about Hinata we all know Hinata. She’s the princess of the hyuga clan and from the main branch, she is a master of gentle fist and can use many of the hyuga secret techniques like twin lion fist, 64 palms and rotation and air palms with has a lot of good things going for her. She is excellent in Taijutsu and has good speed. With the gentle fist being able to cut chakra points and damage internally it’s very deadly

#8 Lady Chiyo

Chiyo is a very powerful ninja form the sand. She is the one that even taught Sasori about puppets. She survived multiple great ninja wars and run ins with the Shinobi Hanzo the salamander. With her skillful use of puppets having a lot of them. She was not to be underestimated in her prime. And she was probably very close to sanin level herself.

#9 Yugito

She was a perfect jinchuriki like killer bee from the cloud village. She had a tailed beast transformation and was a fast and agile ninja. She was a tough opponent for anyone she faced

#10 Fuu

she was the jinchuriki of the 7 tails and one of the few Shinobi who can fly. She had immense power from having a tailed beast. We never seen her full potential but she was definitely very strong.
