The village elders, Homura Mitokado and Koharu Utatane, and the feudal lord of the Land of Fire, initially consider appointing Kakashi Hatake as the Sixth Hokage. However, they are manipulated by Danzo Shimura, a shadowy figure who has been plotting to become Hokage for years. Danzo is appointed as a temporary Hokage, and his first order of business is to attend a Five Kage Summit to address the growing threat of the Akatsuki.
Meanwhile, news of Pain's attack on Konoha and the capture of the Eight-Tails Jinchuriki, Killer Bee, has sent shockwaves through the shinobi world. The four other Great Nations—the Land of Lightning, Land of Earth, Land of Water, and Land of Wind—are wary of the Akatsuki's power and are looking to form a united front.
The Five Kage Summit
The summit is held in the neutral Land of Iron, a country of samurai.2 The Five Kage and their bodyguards gather to discuss a plan to stop the Akatsuki.3 The attending Kage are:
Gaara, the Kazekage (Hidden Sand Village)
The Fourth Raikage, A, the Raikage (Hidden Cloud Village)
Onoki, the Tsuchikage (Hidden Stone Village)4
Mei Terumi, the Mizukage (Hidden Mist Village)5
Danzo Shimura, the acting Hokage (Hidden Leaf Village)
The meeting is tense and filled with distrust.6 The Kage are quick to accuse each other of past betrayals and shady dealings, especially in the context of previous shinobi wars.7 Danzo's presence and his known history of questionable actions, such as his involvement with Orochimaru and the Uchiha massacre, make the other Kage particularly suspicious of him.
Sasuke's Attack on the Summit
Unbeknownst to the Kage, the Akatsuki is also in motion. Under the direction of "Madara Uchiha" (Tobi/Obito), Sasuke Uchiha and his team, Taka, are tasked with an assassination mission. After learning that the summit is where Danzo will be, Sasuke decides to attack the meeting and seek his revenge.8
Sasuke's assault on the summit is a major turning point in his character arc.9 He has fully embraced a path of darkness, consumed by hatred for Konoha and its elders for their role in his brother Itachi's life and death.10 His attack is reckless and violent, and he confronts the Raikage, who is furious about the capture of his brother, Killer Bee.

Sasuke vs. the Raikage: This is one of the most intense fights of the arc. The Raikage's lightning-fast movements and immense physical strength push Sasuke to his limits. The Reveal of Tobi's Plan: As the chaos of Sasuke's attack unfolds, "Madara Uchiha" makes his appearance. He reveals his true identity and his master plan: the "Eye of the Moon Plan," which involves casting a powerful genjutsu on the entire world to create an illusionary world of perfect peace. He also explains that the Akatsuki's goal was to collect all the tailed beasts to achieve this. He then declares the Fourth Great Shinobi War against the Five Great Nations, challenging them to a final battle.
The Aftermath and New Alliances
The summit ends with a new, unified purpose. The Kage realize that their internal conflicts are trivial compared to the global threat posed by "Madara." They agree to form the Allied Shinobi Forces and prepare for the war.13 The Kage also agree to protect the remaining jinchuriki, Naruto Uzumaki and Killer Bee.
Meanwhile, Naruto is in the process of his own journey. He faces a deep personal struggle, dealing with the hatred that Sasuke is now consumed by and the difficult choice he might have to make. Sakura and a small group from Konoha try to take matters into their own hands, but ultimately, they are unable to reach Sasuke.
The arc concludes with the world on the brink of war, with each faction preparing for the final confrontation. It leaves the audience with a sense of dread and excitement for the battles to come.
