Kisame or Itachi?
Round 1: Base Forms. Kisame has Samehada but can’t fuse with it. Itachi can’t utilize his Mangekyo. No prep time, setting is an open field. Itachi is prohibited by his illness.
Round 2: All Out. Kisame can fuse with Samehada and utilize Water Prison Shark Dance. Itachi can fully use his Mangekyo; Tsukuyomi, Amaterasu, Susanoo. Itachi does not have his illness.
