I brought this up in another thread, but in the interest of getting more opinions, I thought I'd bring it here.
Awhile back, Black Zetsu called the White Zetsu Kaguya's "soldiers". The obvious connotation is a fighting force- but what if, instead, it's like the "soldiers" in a bee or ant colony? Now granted, even these cases involve fighting to defend the hive, but still, the soldiers are more in line of slaves for the queen than an out-and-out standing army, and when they're not fighting off predators, they instead function like regular drones, i.e. gathering food, tending the hive, taking care of the larvae, etc. Kaguya thus sees herself as the queen of a "hive" consisting of White Zetsu.
The fact that she calls the Earth a "nursery" could also lend support to the idea, as the drones in a hive are the spawn of the queen, and with Kaguya essentially being the Ten Tails, and in turn the agent that gradually turns everyone into Zetsu, they would in a real way be her spawn. Indeed, this could go some way toward explaining her hostility toward her sons- insect queens are fiercely competitive and harshly attack challengers, so in Kaguya's warped worldview, Hagaromo and Hamura (and by extension anyone else with chakra) are rival queens trying to take her hive away, and she responds accordingly.
Thoughts?
