Because we're not creating articles for characters that we only have a name and a picture for. The entire article would just say "X is a classmate of Boruto". That's simply not enough content. Besides, we're not here to re-tell the anime and if an article only includes information that's obvious by watching the anime, then it doesn't really deserve to exist, anyway.

Face and name = article. That's how it's always been.

I've done all the research. From cross-referencing who's credited in what episode and who's clearly seen speaking. Each character bar one I have accurately pinpointed. The only exception is Sayū Jōge who is credited in both Episodes 12 and 25. In Episode 12 the screen is focus on two boys and Tora Buni (this new episode revealed her name), with Gen Katsugi already being credited in other episodes, thus leaving the remaining boy in red. However, in Episode 25 the Kakashi-wanna-be with the mask appears to credited as Sayū Jōge. In hindsight, it may be that the boy with the mask is in fact the one who was talking in Ep 12 just off screen. But here's all my work and research condensed into a neat little image. Feel free to ask me any questions.

Edit: Who Hako Kuroi and Nitora Take are I don't know yet as neither name has been mentioned in any credits thus far. If I had to guess Hako Kuroi would be either the boy with the tattoo on his face or whoever Sayū Jōge is not (red shirt or Kakashi mask) while Nitora Take could likely be the tan girl in the white hat as Nitora is an Indian name. However there's nothing to back this up yet.

My bad. I don't know if I should remove the image or not as the it would be very useful to the creation of all these characters' articles instead of posting dozens of pictures with several captions... If the moderators wish the image to be removed, let me know and I'll remove it. I just to be of some help as my attentiveness to background characters tends to serve of no use most of the time.
