</p><p>You just said yes because "power scaling". Power scaling is us reasoning it, NOT being able to tell.
</p><p>But visually? No. And that's primarily how you determine feats.
</p><p>Hiruzen is allegedly the greatest most powerful super awesome badass Hokage in history. Then we looked at Hashirama spawn a literal giant wooden statue with 1000 arms and all collectively went: okay maybe not. That statue was a way to visually convey how powerful Hashi was.
</p><p>Back when Hiruzen fought Orochimaru, HE was the summit of power, as far as the series was concerned. This was WAAAaaay before chakra armors in forms of giant samurai, a tailed beast with ten tails.
</p><p>So to visually convey he's the Hokage and above everyone else in the village, Kishi had Hiruzen make a Katon DRAGON, as opposed to the fireballs we had seen till now. He spawns a badass monkey that turns into a weapon and makes Orochimaru go 'oh shit'.
</p><p>And for the times, that was awesome.
</p><p>But Naruto and Sasuke grew in power as the story went along, and as they did so, Kishi had to find more visually impacting villains and techniques, like the aforementioned ten-tailed beast, Susanoo, etc etc.
</p><p>Just think about the Sharingan for a second. When we first see it, it's the eye that copies, sees super-fast stuff, and does genjutsu. I just re-read volumes 4 to 7 yesterday, that's basically what it does.
</p>
- Then we see Itachi's Mangekyo. Okay, it can do more than just genjutsu and copying, interesting.
- Then we see Amaterasu. Wtf?
- Then Susanoo. An unbreakale chakra shield?!
- But then you lose your eyesight?
- And then it turns out that if you Hashirama cells you get a Rinnegan, the Rikudo's eyes?
- And the Rinnegan and both Byakugan descend from the Rikudo's mother?
<p>By the end of Naruto, the eye that just copies jutsu is this unimaginable weapon that essentially grants you godlike powers.
</p><p>And this is all conveyed visually.

- The two-tomoe,
- then three-tomoe variations,
- then the inverted colors for Tsukuyomi,
- the warrior-shaped chakra shield that is Susanoo,
- BLACK flames,
- the Mangekyo's kaleidoscope,
- the concentric irises of the Rinnegan.
<p>Visuals. Through them, a power scale is conveyed.
</p><p>In <i>Boruto</i>, Sasuke and Naruto have grown even more, both in power and age/maturity/experience. An adequate way to show that power would be to make the villains their up against Otsutsuki. Their last name and appearance is more than enough to convey their power.
</p><p>But you <i>look</i> at Kinshiki's feats, the guy is really just a really really strong Otsutsuki... but not planet-splitting level.
</p><p>The planet-buster writing comes later, when the execs who made the movie and then the series went "hmmmm... it stands to reason that if he gave Sasuke a run for his money, he should be a planet buster".
</p><p>But it's a way to cover their asses, because the reality of the situation is that Kinshiki was not intimidating enough as a villain, he's the muscle and that's it.

<p>He does not scale with Chojuro and Kurotsuchi? Then you just made my point for me. It stands to reason that if the fight with Sasuke looked normal because they're both so powerful they even each other out, then against Chojuro and Kurotsuchi, the two Kage would end up in pieces. But no, they doge him, punch him, tank his attacks. And they're strong, but they're not <i>that</i> strong.
</p><p>Maybe <i>he's</i> weaker than planet-buster level, and they added that after the fact. Which seems very likely to me.
