A recessive trait is one that only gets expressed if the organism has two copies of it, inheriting one from each parent (X-linked recessive traits in organisms with only one X chromosome are an exception, and get expressed because there is no second X chromosome with the corresponding dominant trait to override their expression; Y-linked recessive traits are a similar situation).
In contrast, a dominant trait only needs one copy to express itself. The only way to not express a dominant trait is to not have one in your genome (or to have it disabled through epigenetics).
From what I saw in the anime so far, the Sharingan, Byakugan, and Ice style are all dominant traits (Sarada, Himawari, and Haku all had these abilities despite each having been able to have inherited it from only one parent, as the other parent did not have such a trait).
