This is just a theory but I think Shinjutsu is actually an evolved form of Ninjutsu because according to that panel, Koji said Shibai acquired all sort of Shinjutsu which makes me think that he gained Shinjutsu after eating several other Chakra Fruits.

Also I recently came across a TikTok video explaining that Yamamoto is stronger than most people think because in that video it says that some people think the most of the Captains are stronger than Yamamoto by the end of the series, but I don’t think that’s true. So this is similar saying Kaguya is weaker than most characters in by the end of the Naruto series and during the Boruto series.
