If your confused why one would be born with a rinnegan then it is because he inherited it from his other who had the rinne sharingan.
It seems like Hagoromo was born with it in the manga but not in the anime.
In rare cases you can.
A reason?
In the anime he had the sharingan first then he awakened the rinnegan, but in the manga it seemed like he was just, I dunno, BORN with it.
