Sakura was hailed as the best medical kunoichi in konoha, surpassing tsunade at only 16-17, The head of the medical department, one of konohas pillars, etc. She has enough , if not more, "clout" to become hokage .
And i'm pretty sure Kakashi had no reasons to become hokage, but still became one. No difference if sakura does it.
@Merathon Going by your logic, if tsunade had the 'feats' to become hokage, then sakura easily can aswell because in boruto sakura is much stronger than tsunade
