Kabuto is strong, but maybe not tail... Actually I just forgot how weak the three tailed beast was, getting his ass beat by two people that were killed and outsmarted by teenagers and seniors. I'd say Kabuto, just because they made base tailed beasts so weak and let Minato lose to one. Kurama may have been significantly stronger than the three tails, but the three tailed beast got bodied, and the two that took him down left without a scratch. Obito doesn't count because he wasn't doing crap while he was pretending to be Toby. Kabuto Low diff.
One could argue a strong, or capable enough ninja could form a chakra pathway system in their opponent. This was done like a few hundred years before the events of Naruto by that one guy who came back and essentially resurrected Naruto in the war arc. This is all hypothetical, but if that guy who gave everybody chakra 1000 years before Naruto gave his opponent chakra, there's a pretty good chance genjutsu will work. Plus, there's also the chance a medical ninja like Tsunade or Sakura could figure this out after realizing their opponent doesn't have chakra. Naruto might even be able to pull this off due to the sheer amount of chakra he could shove down someones throat. There was barely any science done on chakra back when the guy just started handing it out like halloween candy so maybe even a regular jonin could pull this off.
In raw power Naruto wins, but Amatarasu = Instant win bc naruto can't defend against it so we're not going to count that. Naruto demolished Orochimaru which is what allowed Sasuke to kill him. Sasuke would likely have lost if not for Naruto and because of this Naruto wins.

I think Kisame would win as long as he can last longer then 3 minutes fighting Sanji bc Kisame has that water barrier suffocating Sanji the entire time
