A mid diff for Sakura.
It's a good tier list. In the future, i hope we don't come across that one guy who tried to place Sakura on top of Legend tier.

Above or below Jiraiya in mid kage
High Jonin behind Neji
Low kage behind Konan
Based on his fight with Urashiki which happened in the past when Naruto was still a kid, i'd say he's mid kage below Raikage.
High Kage behind his alive ver
High Kage above or below Kushina. If i remember correctly, she never once went berserk and lost control of Kurama which means she was able to supress Kurama more effectively than any of her successors.

There's base Hagoromo before his Sharingan awakening.

In terms of chakra power, she's at the level of Naruto. But in terms of combat strength, she's mid high jonin at best.
