Mid kage behind roshi

Honestly there isn't much to scale this Hinata from. I don't wanna jump an put her high up in the list because of hamura's chakra, so I'll stick with mid-kage. Probably top of mid-kage

Wait wait I want to understand something. What's the sentiment behind ranking Sakura so high? Is it a contest of punching power or what? If we're to look at Sakura's techniques, it's basically her byakugo seal, her . medical ninjutsu and her screaming before throwing a monstrous punch. In the world of Naruto, that isn't really significant against others with unique and powerful skill set that your punches wouldn't affect.

Let's be honest here. I really don't care if people like Sakura or not or if you think she's at Naruto's and Sasuke's lvl. Sakura is mid kage lvl. Not stronger than even Tsunade cause she hasn't really shown anything to uphold these claims. I'd put her at Mid Kage behind the 4th Raikage Ay. She's definitely not higher than mid kage. I'd be funny if anyone thinks she is anything above this.

High kage behind Itachi.

Hashirama (without sage mode) >> MS Madara who was superior to Izuna no matter what you think because Madara was the strongest who battled the strongest in the senju clan so Madara > Izuna. Izuna died to a Raijin slash from a young Tobirama. At most, this guy would be behind Pain and I'm being generous. This is someone we know nothing of his abilities other than the fact that he is close in power to MS Madara, and if you think they're equals, that means MS Madara would have died to Tobirama, which is a not true. Honestly I'd give Izuna mid kage, looking at how he died to Tobirama, but for now I'd place him behind Pain

Well Sakumo from what we know is on the level of the younger versions of the legendary sannin. We don't really know much about him other than this, but I doubt he's on the lvl of the legendary sannins prior to their deaths since they got stronger. So I'd place him behind Shisui and ahead of Danzo. Mid kage

I'd place Shisui at high kage lvl above kcm1 Naruto. Kotoamatsukami may be a major factor of his abilities, but that's not all about him. I'm certain he's at the lvl of at least teen Itachi who schooled orochimaru. He was the best at shunshin which gave him his nickname shisui of the teleportation.

Edo Itachi should be high kage lvl. Not legendary. But he should be above his alive self because in his Edo form, it's basically Itachi with no drawbacks from the mangekyo sharingan. So he indirectly has an EMS. I'd put him at the top of high kage.

Definitely legend lvl, nothing below that. Rejuvenated edo Nagato almost ended the show with little difficulty and it took Edo Itachi, Kcm Naruto and Killer bee to stop him. I would want to put him behind Madara but due to mobility issue, I'd just put him behind white mask Obito

If we're being honest, Itachi is definitely above killer bee. I honestly don't even think beating killer bee would be too difficult for Itachi. He should be between killer bee and tobirama

For now I'll say mid kage, in-between Sasuke and Kisame since we're leaving out kotoamatsukami. I honestly wanted to put him above Sasuke. The presence of Obito made Danzo complacent with Sasuke.
