He is a minister (大臣, Daijin) of the Land of Bamboo. He is also the former guardian of Kae Yukiwari's stepbrother.
Background[]
The minister had been gathering fifty orphaned children and trained them to become his personal assassins. After many of them died, Hana Kaka was the one of the survivors and selected as his assassin. Ten years after the Fourth Shinobi World War, he ordered her to infiltrate Konoha and become an Academy teacher.
Personality[]
The minister is a scheming man who wishes Kae's younger stepbrother to ascend the throne instead of her, even willing to have her assassinated to ensure it. He is also cruel and ruthless as he had many orphans raised into his personal army of assassins, not caring if most of them died during the training.
Appearance[]
The minister is a bald man with a dark short beard and two gold teeth.

Kawaki & Himawari Academy Arc[]

The minister arrested for the assassination plot.
After he was informed of the king's decision to formally announce Kae as his heir, he saw his plans threatened and deployed an assassin against her. However, when the third attempt on assassinating Kae was foiled by Kawaki, with the intel and evidence gathered by Batora Kuromori along with identifying the assassin, the minister was revealed as the mastermind and arrested by Land of Bamboo authorities. Afterwards, his allies decided to have Hana capture Kae alive in order to use the princess as a bargaining chip for the minister's release. The plot failed, as his allies were also arrested by Team 25.
