As far as this wiki is concerned, canon is dictated by the Canon Policy.
In short,
K-Canon (Kishimoto/Kodachi Canon) = Top canon over everything.
A-Canon (Anime Canon) = Things in the Anime are presented in articles unless they directly contradict something in the manga.
C-Canon (Continuity Canon) = Anything that comes from an official source that is NOT part of the anime or the manga. For example, books and movies.
N-Canon (Non-Canon) = Spin-offs.

I think episode 16-17 and 18 are filler.They are added by anime directors.They weren't in the novel I suppose.I think everything novels cover should be classified as canon.

If only the latter is the case, only the character is canon (and whatever events were referenced), but if the first one is the case, the entire anime is canon.
So the entire anime is canon because of the statement and the (now canon) anime reference of Raiga makes him canon, but not the entire filler arc.
He didn't make a comment that "connected" it, don't twist it around. All he did is make a comment "acknowledging its existence" and the manga's connection to an anime storyline (hence the translation calling it an "anime version").
Problem with that argument is that said character is a prevalent character that fits into the current storyline, has significant impact from the anime, and is given backstory to further elaborate that we should know of the character already from somewhere (it being the anime). Raiga was just thrown in for reasons, just like Kiba. And even more so: In a flashback with no speaking role to speak of or any further development.
EDIT: Like, the only reason your argument against Raiga's arc works is that if you hadn't watched the anime, you wouldn't know of Raiga because all he is in the manga is a background character with no plot relevance or character traits to speak of.
This Boruto chapter EXPECTS you to know this character, they have a speaking role and a further elaborated upon backstory that fits into the storyline we have from the anime so far.
Yeah, because "This week's chapter is connected" obviously doesn't mean that it's connected. And of course the "version" refers to the anime storyline, not the anime as a whole, even though the storyline doesn't even exist in the anime.
