For some reason, on Konan's page, it says that she was the one who captured Han. I'm not sure if this is an error or true though.
I have an impression this info comes from the Akatsuki Hiden novel, but not sure about it, since the novel hasn't actually been translated yet.
Don't know, sometime during Shippuden most likely or maybe a little before it's not like they had any sort of a capturing order to these tailed beasts.
They had somewhat of an order, as the Nine-Tails was decided to be sealed last, otherwise the balance would be disrupting and damage the Demonic Statue.
Furthermore, White Zetsu and Madara acknowledged that there is indeed an order, as they both knew to seal the Tailed beasts starting from the 1-tail and ending with the 8/9-tails.
This order might explain why Obito despite having the 3-tails in his grasp didn't capture the beast, as the 1 and 2 tails weren't sealed yet.

Itachi used the opportunity of going after Naruto to remind the Konoha Council that he was still around. He never intended to capture the Nine-Tails at that time.
He was still there per the Akatsuki's orders, he still has to follow orders despite personal goals.
It makes sense, but that would mean that they started to capture the tailed beasts at the beginning of part 1, since Gaara had to be first. It wouldn't be impossible,but i find it odd since between the introduction of Hidan and Kakuzu (when they captured the 2 tails) and Sasuke going after Bee, they had to capture 5 tailed beasts. Also, they went after Fuu (who had the 7 tails) before part 2 took place, at the second chunin exams. But i don't know how canon that was since i only saw it in the anime. Was that novel based?

To my knowledge the manga never said that Pain tasked Itachi to capture the Nine-Tails then and there. The only source of information regarding the matter is from the anime. Pain intended to have someone go investigate Orochimaru as his whereabouts was unknown after killing the 3rd, so Itachi volunteered, to which Pain also tasked him to check on the status of Konoha's jinchuriki.
Oh, well ok then...I guess they captured Han after they captured Roshi.
