Homura Mitokado (水戸門ホムラ, Mitokado Homura) is a former member of Team Tobirama, together with Hiruzen Sarutobi and Koharu Utatane. He and Koharu now form the Konoha Council.
Background
Homura in his youth
Ever since their childhood, Homura and Hiruzen Sarutobi have been close friends. Under the guidance of the Second Hokage, Tobirama Senju, they and their third teammate, Koharu Utatane, have completed numerous missions together. When Hiruzen became the Third Hokage, Homura and Koharu became his councilors. With their years of experience and knowledge and their unending effort to make Konohagakure a better place, they eventually gained similar respect and social status as the Hokage himself. Thanks to his prudence and efficiency, Homura especially has gained the absolute faith of the Konoha shinobi. During the Nine-Tails' Attack on Konoha, Homura was fighting alongside his team-mates and many other shinobi, attempting to restrain the beast. He was seen wearing similar armor to Hiruzen, with him bearing two large scrolls on his back and one around his neck.
Personality
Homura is somewhat of an authoritarian, but he always has the village's best interests in mind. Like Koharu, he is more militant than the Hokage he served under have been, and sometimes leans more towards Danzō's point of view. This became most apparent when he and Koharu supported the Uchiha Clan Massacre and later when they wanted to restrict Naruto Uzumaki's movements. Though he always has the village's best interests in mind, Tsunade has grown to dislike him and Koharu due to their constant meddling in her decisions. In fact the two seem to believe Tsunade was responsible for the damage done to Konoha during the Invasion of Pain, despite her desperate attempt to save the village that had placed her in a coma.
