In order to become a Jōnin you must be reccomended by other Jōnin. Then you must pass a test then the Kage himself will determined if you are worthy. There are also Special Jōnin, who aren't as strong as Jōnin, but are stronger than Chunin. Special Jōnin are Jōnin that specialize in a certain area, such as supervising or healing.
