The Mizukage (水影, literally meaning: Water Shadow) is the leader of Kirigakure. While it can be inferred that there have been five Mizukage so far, only two shinobi and one kunoichi are known to have born the title. Their word are known to hold sway over all political and military issues that present themselves regarding Kiri and its inhabitants. Despite this, the line of the Mizukage was known to have been suspiciously criminal, with one Mizukage revealed as the founder of Akatsuki and another responsible for the village's infamous and violent reputation, eventually threatened by assassination by Zabuza Momochi as part of a coup d'etat.

The Mizukage's palace, where they inhabit and hold office, is the widest and largest landmark in Kirigakure, bearing the kanji for Sui (, literally meaning: Water).
