Mizuki Touji appears in the Exposition arc as the first antagonist. He uses Naruto to steal the scroll of seals for Orochimaru, and tells him about the Nine-Tailed Demon Fox. He uses giant shurikens.
He appears later leading a breakout of the prison with the help of Fuujin and Raijin, but he's recaptured by Naruto and Iruka. He takes the form of a Tiger-like beast after drinking a potion. The potion had temporary effect, and almost killed him. After being recaptured, he's interrogated by Tsunade, but he didn't know where Orochimaru is.
