By having his fire and wind masks merge, with or without him, Kakuzu has them combine their fire and wind attacks to create a powerful blast of intense fire. Kakashi remarked that water alone wasn't enough to put it out.[1] It took the effort of a wind-enhanced water technique to fully counter it.[2]
