If he had them, he would've used them instead of having to [[Puppet Performance: Skillful Achievement with a Human Body|manipulate]] the ninja Deidara attacked. What do you mean? He didn't have the puppets. If he had them, he would've used them instead of having to manipulate the ninja Deidara attacked. Kankurō had (at least some) access to those puppets back in Sunagakure (that's how he got ahold of Sasori's puppet body).
