Sakura as a user

You can find the description of the jutsu (Soen: Hitomi Goku) in the databook here Manipulating a living human requires "transcending skill". And apparently using multiple strings (to connect to multiple parts of the bodies) per "puppet" is a requirement even for highly skilled users who need only one string for a normal puppet (See Chiyo). And even Sasori seems to be able to control 2 living people at max. Also according to databook it requires both parties to trust each other deeply. So I guess it's A-ranked because of the difficulty.

Techniques are always ranked on how hard it is to perform them. We have the translations of all techniques with entries in the third databook available here. I think it has to do with the fact that a dead body is, in theory, less versatile than a puppet, and probably heavier as well. Omnibender - Talk - Contributions 19:31, December 4, 2010 (UTC)

The basic idea is not too different from when he made Naruto trip. Moreover, moving an otherwise immobile puppet around and an unresisting piece of human flesh cannot be too different. I would guess that since a human lacks the necessary weapons built into it, and (if alive still) can resist, it would be more difficult, hence being A-ranked.
