As Tenji fell victim to the genjutsu, he asked Kaguya what she was, unaware that she was pregnant with his children.

Despite being a benevolent leader, he is a horribly unwise ruler as he did nothing to stop the provocation of the Land of That on his people, causing them to live in constant dangers from unprovoked attack while forbidding his people from self-defending with threat of death penalty to avoid war. Even being presenting the fact that Kaguya killed the Land of That soldiers in self-defend and Suzaku's clearly showed his intention to conquer his kingdom, he still buys in to Suzaku's manipulation and tries to kill Kaguya, totally failing to realize his enemy's intention of going against their promise.
