The Third Mizukage ((第回水の影, Sandaime Mizukage, literally meaning: Third Water Shadow) was the leader of Kirigakure.
Background
The first ever summit of the Kage is convened.
Before becoming the Third Mizukage, he accompanied the First Mizukage to the first ever Five Kage Summit. There he stood behind the First watching diligently as the proceedings unfolded.[1]
Appearance
The Third Mizukage, during the First Kage Summit.
He was a tall man with long, black hair which was long enough to reach his back. He wore the standard Kirigakure attire complete with pinstriped arm and leg-guards over which he wore a sleeveless haori with ragged ends. He also wore a poncho-like scarf around his neck. At the time of his death, he had aged considerably, with notable creases and visible frown lines around his mouth, and much lighter hair.

His soul was summoned from the Pure Land along side all the other former Kage by Hagoromo Ōtsutsuki to aid in summoning Team Kakashi and the tailed beast from Kaguya's dimension.
