Yea, Nagato can choose how to handle the Paths. It seems he can't switch their styles mid-fight, but he can ensure that the Deva Body can summon for instance (as the Deva was shown summoning the Gedo Statue at some point).

I don't think he can. The King of Hell could easily restore recent damage to the Paths, but those are just dead bodies. It was also able to easily revive the recently dead. By the time Nagato got access to these powers though, presumably the injuries were too old to be healed like that.

The entire point of the Paths is that without knowing the full details, it's hard to fight their unusual powers. Not only will any ninja underestimate their numbers, the fact that they only use certain abilities will throw off the opponent and their powerful combos ensure that the Paths are hard to ignore and analyze. Jiraiya wasted a LOT of time and effort and chakra to fight basic paths. Naruto on the other hand knew a lot about the paths and could fight them with the best strategy. Even then, Naruto himself lost; without Kurama he would never have broken out of Chibaku Tensei and without Minato he never would've recovered from that.
But the best aspect of the Pain jutsu is that Nagato is out of harm's way. If the enemy takes out the Paths in the wrong order, he can just restore the bodies as if they never fought at all and continue the battle.
