@Squinty. The added chakra is popularly recognised and used as V2 Ay [1] Bee notes it's a state where Ay goes all out. The hair spiked at that point could be because he was in motion. He didn't go V2.

And there's the fact that Ay states only Minato has ever dodged the punch that he just used on Naruto. So, same speed.
