Arcs are based on story logic: a scene can only be part of one arc. Manga chapters contain multiple scenes and can therefore be part of more than one arc. Volumes contain multiple chapters and arcs often end in the middle of a volume.

Note 1: Chapter 110 is a much more natural place to end the Chūnin Exams arc, which allows the fight between Gaara and Sasuke to be the prologue of the Konoha Crush arc. Alternatively, one can end the arc with the cliffhanger of chapter 114 in which Team Sunagakure announces the start of the operation. But the intended cliffhanger is probably chapter 115 since its title mentions the conclusion of the Chūnin Exams arc. Narutopedia has chosen chapter 113 where the Temple of Nirvana Technique is first used. To summarize: the arc can span either chapters 34–110; or chapters 34–113; or chapters 34–114; or chapters 34–115.

Note 2: It's more natural to start the Konoha Crush arc with the fight that was suspiciously postponed.

Note 3: Both the Konoha Crush arc and the Search for Tsunade arc end with mini-time-skips: chapter 138 and chapter 171 respectively.
