様 does indicate an almost worshipping sort of respect for a person, be it hero worship, idol worship, or deity worship. It's hardly ever used in real life, besides 神様.
Mangaka like Kishimoto — in fact all artists who have gained a high level of respect and manstery of their art — are generally referred to with the suffix 先生.
