After Pain summons his giant crustacean, the creature will expel a huge wave of water from its mouth that is capable of washing away oil ( or presumably any other liquid ) or can be used as an offensive attack. This is quite a useful technique as most Water Release moves do not wash away oil to prevent oil fires.
